2000 Champagne Series

SAILING INSTRUCTIONS

1 RULES

1.1 This regatta will be governed by The Racing Rules of Sailing for 1997-2000, the prescriptions of US Sailing, the handicap fleet and/or one-design class rules, the Notice of Race, except as any of those are altered by these Sailing Instructions, plus these Sailing Instructions and any notices issued by the Race Committee which shall govern in cases of conflict. This regatta is designated Category A.

1.2 Any yacht whose skipper or crew is observed intentionally discharging refuse overboard during any race day will be disqualified from that day’s racing upon a successful protest by the Race Committee or any competitor.

2 ENTRIES

Eligible boats may be entered by completing the required registration with South Bay Yacht Racing Club ("SBYRC"), including payment of the entry fee with a completed entry form, as prescribed in the Notice of Race.

3 NOTICES TO COMPETITORS

Notices will be posted by 0900 on each race day on SBYRC’s Notice Board, located to the left of the main entrance of California Sailing Academy, 14025 Panay Way, Marina del Rey (2nd floor, east end).

4 CHANGES IN SAILING INSTRUCTIONS

Any change in the Sailing Instructions or schedule of races will be posted by 0900 on the day it will take effect, or will be distributed on the water by the Race Committee before the warning signal.

5 SCHEDULE OF RACES

5.1 Two races are scheduled for January 15th, two races are scheduled for January 29th and one race is scheduled for February 5th.

5.2 The warning signal for the first start of each day will be at 1150. Subsequent races on each day will start as soon as possible after the finish of the preceding race, and the sequence may begin prior to all other fleets finishing.

    1. If the scheduled number of races are not sailed on a particular day due to abandonment or postponement, it/they will be rescheduled for a subsequent race day and run then if conditions allow.

6 CLASSES

6.1 Classes, class flags, order of starts and subsequent class starting times will be posted by 0900 on each race date at the SBYRC notice board.

6.2 Order of starts may be changed after the first race of each day.

6.3 The order of starts for a set of races will be signaled at the initial warning signal by displaying class flags in sequence from top to bottom on a staff located on the bow of the starting line Race Committee boat. This signal will remain in place for the full sequence of starts.

6.4 If "Z" is designated as a class flag, Rule 30.2 will not be invoked.

7 RACING AREA

Races will be conducted in Santa Monica Bay on the Olympic Circle southwest of the Marina del Rey breakwater.

8 COURSES

8.1 Courses will be selected from the 2000 Champagne Series Course Chart, including Chart Instructions, attached to these Sailing Instructions.

    1. The class flag, the course number pennant(s) and a letter flag corresponding to the first weather mark will be flown with or soon after the preparatory signal for each class. This changes Rules 26.3 and 27.1.
    2. When the "S" flag is displayed with the course number prior to the start, that means to use the alternate weather mark whenever "W" appears in the given course. The alternate weather mark will be a yellow inflatable tetrahedron located approximately one-half mile to weather of the starting line and on the same bearing as the olympic circle mark signaled with the course number. For example, a signal of "A" with "2" with "S" means to sail course number 2 but round the tetrahedron one-half mile out as "W" at the same bearing as "A" mark – A is not the rounding mark, it just provides the direction to the alternate weather mark. This signal will only apply to the class and course it is signaled with.

8.4 The class and course signals will be lowered approximately 30 seconds before the starting signal for that fleet.

8.5 "J" may be used as a class flag, and does not designate the weather mark. Courses which use "J" mark are specifically stated with that mark given in the course chart.

9 MARKS

9.1 The marks are described in the 2000 Champagne Series Course Chart attached to these Sailing Instructions.

    1. See Sailing Instruction 8.3 describing the alternate weather mark, which will be a yellow inflatable tetrahedron located approximately one-half mile to weather of the starting line.
    2. Missing marks may also be replaced by an inflatable orange tetrahedron in approximately the same position as the mark being replaced, but without markings to indicate its function. This changes Rule 34(b).
    3. When rounding "S" mark please be aware that "S" mark may be used as both a weather mark and a leeward mark, besides the finishing line mark, so competitors are cautioned to watch for traffic approaching from the other side.

10 CHECK-IN

To rank as a starter, each boat must check-in and be recognized by the Race Committee prior to the warning signal for the first start of the first race each day.

11 THE START

11.1 Races will be started in accordance with rule 26, System 2, with classes starting at five minute intervals.

11.2 Multiple sound signals will be made approximately one minute before the warning signal for the first class of each starting sequence.

11.3 The starting line will be between the staff displaying an orange flag on or near the Race Committee boat at the starboard end and an inflatable tetrahedron at the port end. The starting area is located approximately 1.1 miles southwest of the Marina del Rey breakwater, in the vicinity of "S" mark but not using "S" mark for the starting line.

11.4 The Race Committee may shift a starting mark during the next two minutes after a preparatory signal. This changes Rule 27.2.

11.5 Boats who are not racing shall keep clear of the starting area and of all boats who are racing.

11.6 A boat not started within five minutes of her starting signal will be scored DNS.

11.7 The starting line is restricted to those boats which are starting.

    1. The order of starts will be signaled as described in Sailing Instruction 6.3.

12 RECALLS

Individual recalls will be signaled in accordance with Rule 29.2. The Race Committee will attempt to hail the sail numbers of boats on course side on marine VHF Channel 68. Order of boats hailed or timeliness of hail shall not be considered grounds for redress. It is the responsibility of each boat to ensure that she has started properly.

13 CHANGE OF COURSE AFTER THE START

    1. A change of course after the start will be signaled near the mark beginning the leg being changed by a Race Committee boat displaying code flag "C", the letter flag designating the new windward or leeward mark, and the class flag(s) indicating the class(es) affected, and making periodic sound signals. If no class flags are displayed, the change affects all classes. All subsequent marks will shift to coincide with that new direction.
    2. If the alternate weather mark (yellow tetrahedron ˝ mile out) was originally signaled for the course ("S" with the course no. before the start), the alternate weather mark has been moved and is still used and the flag shown is that of the olympic circle mark in line with it to derive the new direction to the alternate weather mark. All subsequent marks will shift to coincide with that new direction.
    3. In the case of a change of course to the leeward mark, if the course includes "K" mark as the leeward mark, "K" mark has been moved and will remain as the leeward mark and its new direction will be derived from the olympic circle leeward mark being signaled. All subsequent marks will shift to coincide with that new direction.
    4. A signal of "C" over "S" made by a Race Committee boat at a leeward or weather mark means the next mark of the course is changed to be the Finish (the finishing line is described in Sailing Instruction 15.1). Do not pass Go, do not collect $200, just round that mark and go directly to the Finish.
    5. The Race Committee may shorten course at its sole discretion. Due to the anticipated vagaries of winter weather, competitors are cautioned to look ahead for the presence of a "C" or "S" flag when a Race Committee boat is near any mark of the course.

14 NOTICE OF RETIREMENT

Boats withdrawing from a race must notify the Race Committee on station before leaving the racing area, or, if this is not possible, by calling SBYRC at (310) 822 0776 immediately upon arriving ashore. Boats failing to do so may be barred from future races.

15 THE FINISH

15.1 The finishing line will be between the staff displaying an orange flag on the starboard side of the Race Committee boat and "S" mark.

    1. If shorten course is signaled after the start, the fleet(s) affected shall finish between the Race Committee boat displaying the "S" flag and the adjacent mark, sailing in the direction coming from the previous mark.

16 ALTERNATIVE PENALTIES

The 720° Turns Penalty is modified to one 360° turn that shall include one tack and one gybe. This changes Rule 44.2.

17 TIME LIMIT

17.1 If the Race Committee determines, in its sole judgment, that boat(s) are delaying the finish of a race, it may terminate that race and score the boat(s) DNF, and will attempt to notify the subject boat(s) by announcement on marine VHF channel 68. This changes Rule 35.

    1. The Race Committee may shorten course at its sole discretion. This changes Rule 32.

17.3 In order for a class to be scored in a race, at least one boat in that class must finish by 1630 hours. All boats finishing after 1700 hours will be scored DNF. This changes Rule 35.

18 PROTESTS

18.1 A boat intending to file a protest shall notify the Race Committee promptly after finishing her race.

18.2 Written protests must be filed at Marina Venice Yacht Club on forms available there, not later than one hour after the Race Committee boat returns to the dock. The deadline for filing protests will be posted at MVYC in the reception area after the race committee boat returns to the dock on each race day.

18.3 Protests will be heard in approximately the order of receipt beginning as soon as possible after the filing. It is the responsibility of each skipper involved in a protest to present himself and his witnesses at the jury room when the protest is to be heard.

19 SCORING

19.1 The Low Point Scoring System, rule A2 will apply, except as modified herein. All races will be counted.

19.2 Five races are scheduled of which three must be completed to constitute a series.

19.3 For Champagne Series scoring, (a) race results will be re-scored with only Series entries included and (b) Rule A5 will be substituted for the second paragraph of Rule A2.2 with "the number of boats entered in the series" defined as the total number of entrants in each class which paid the Champagne Series entry fee or which entered all three days on a single-day basis.

19.4 For a class to be eligible for the Champagne Perpetual Trophy, the class must have at least four series entries and at least three series-entry boats from that class must start in every race.

19.5 PHRF Area B buoy ratings will be used (or other applicable handicap-fleet rating). One-Design boats with fewer than four entries will race in the PHRF fleet and will be scored based on their class’ PHRF Area B buoy rating without requirement for PHRF membership.

20 RADIO COMMUNICATION

20.1 A boat shall neither make radio transmissions while racing nor receive special radio communications not available to all boats.

20.2 The Race Committee will attempt to monitor marine VHF Channel 68.

21 HOSPITALITY

Hospitality will be hosted each day after racing at Marina Venice Yacht Club. On January 15 and 29 it will be at the main club area on level G2 of the West Tower at Marina City Club. On February 5 it will be in the topside room on Level G3. Please do not park in restricted areas, as your vehicle will be towed away.

22 PRIZES

Individual trophies will be awarded in each class for each race, and will be presented as soon as possible after each day’s racing at Marina Venice Yacht Club. Overall series trophies will be awarded for each series-eligible class on February 5th. The number of trophies awarded will be determined by the number of boats in each class:

4 entries - 1 trophy

7-10 entries - 3 trophies

5-6 entries - 2 trophies

11+ entries - 4 trophies

The KLEVE PERPETUAL TROPHY will be awarded to the boat with the best series record from the Cal 20 and Santana 20 class participants.

The CHAMPAGNE PERPETUAL TROPHY will be awarded to the series-entry boat with the lowest cumulative point score for all races from all series-eligible classes other than Cal 20 and Santana 20 classes.
