Sailing Instructions

South Bay Yacht Racing Club is pleased to announce the 1997 Champagne Series, open to all members of PHRF and One Design fleets. Traditionally one of the most challenging "Round the Buoys" Series, sailed in varying winter conditions, this event is scheduled to include five races to be sailed on three Sundays. The CHAMPAGNE PERPETUAL TROPHY will be awarded to the Series overall winner. The KLEVE PERPETUAL TROPHY, established to honor the years of service given to SBYRC by Gregory and Mary Jeane Kleve, will be given to the yacht with the best Series record from the Cal 20 and Santana 20 participants. Each established class will be awarded Series trophies on the last race day. Bottles of champagne will be awarded as class trophies for each race at the end of each race day.

The January 19th SBYRC races will be run concurrently with Windjammers' Yacht Club's Winter Series' second day of races.

All participants are invited to enjoy South Bay's hospitality following the races at Marina Venice Yacht Club on January 12th and February 9th, and our joint hospitality with Winjammers' at Windjammers' Yacht Club on January 19th.


CHAMPAGNE SERIES SAILING INSTRUCTIONS

ENTRIES: Open to all members of SCYA and USSA affiliated clubs and/or sailing associations who are also members of the class or fleet in which they compete. To enter, complete the attached entry form and submit it with the appropriate entry fee as outlined on the entry form, either by mail to South Bay Yacht Racing Club, P. O. Box 10967, MdR, CA 90295, or by delivering it to the SBYRC drop box at the California Sailing Academy, 14025 Panay Way, MdR (2nd floor, east end). For Champagne Series participants, entry forms must arrive no later than 1900 hours, Saturday, January 11th, at which time classes for the Series will be established. Single day participants must submit their entry form no later than 1900 hours on the day before that race. Late entries may not be accepted unless arrangements have been made with the race chair.

RULES: Races in this Series will be governed by the 1993-96 IYRU Yacht Racing Rules, the prescriptions of US Sailing, the PHRF and/or One-Design class rules and the entry form, except as any of these are altered by these sailing instructions and any amendments and/or notices issued by the Race Committee. This Series is designated as Category IV for PHRF yachts.

ENVIRONMENTAL RULE: Any yacht whose skipper or crew is observed intentionally discharging refuse overboard during any race day will be disqualified from that day's racing upon a successful protest by the Race Committee or by any competitor in the race.

NOTICE TO COMPETITORS: Classes, class flags, order of starts, class starting times, and amendments to the Sailing Instructions will be posted on SBYRC's Notice Board, located to the left of the main east entrance of California Sailing Academy, 14025 Panay Way (second floor), prior to 0900 on each race day. Notices also will be posted at WYC on January 19th.

SCHEDULE OF RACES: Conditions permitting, there will be five races in this Series with no throw-out. The Race Committee will attempt to conduct two races on January 12th, two races on January 19th and one race on February 9th. If a makeup race is needed, there will be two races scheduled for February 9th. The overall standings will be scored on the basis of the races completed by each class. The warning signal for the first start of each day will be at 1150 hours. When two races are to be sailed on one day, the start of the second race for each class will be as soon as practical after the last yacht of that class has finished the first race. Competitors are advised to watch for their class flag as the posted starting order may not be followed for the second race.

CLASSES: Classes will be established for PHRF fleets and One-Design classes based on entries received by 1900 hours on Saturday, January 11th. The entry form for a One Design yacht should include that yacht's Area B PHRF rating in the event that a One Design class is not established. If there is a One-Design class established for the Champagne Series but not for the WYC Winter Series (or vice-versa) the affected yachts may be started with the appropriate PHRF fleet in the races on January 19th but will be scored as a separate class in the Series in which that class was established.

COURSES: The race courses will be selected from ASMBYC Course Chart 15 including Chart Instructions. Additionally, the Race Committee may change course at "W" Mark using the same procedure prescribed in Chart 15, "CHART INSTRUCTIONS....Change of Course." The course will be signaled along with the class pennant at the Preparatory signal for each class. Copies of Course Chart 15 will be available next to SBYRC's Notice Board.

CHECK-IN: To rank as a starter, each yacht must check-in and be recognized by the Race Committee prior to the warning signal for the first start of the first race of each day.

THE START/FINISH: The start/finish line will be between "S" mark and an orange flag on or near the Race Committee boat. Yachts whose preparatory signal has not been made shall keep clear of the starting area and of all yachts whose preparatory signal has been made or who are racing. Yachts finishing shall clear the finish line area as soon as possible after finishing.

Races will be sailed in accordance with Rule 4.3(a) System 2 with classes starting at five minute intervals. A yacht starting later than four (4) minutes after her starting signal will be scored as DNS.

The order of starts may be changed after the first race of the day. The Class pennant for each class will be flown at its warning (10 minute) signal. The pennant for the class starting, after its preparatory signal, will be flown above the pennant for the following class.

The start/finish line is restricted to those yachts starting or finishing unless "S" mark is a mark of the course.

INDIVIDUAL RECALLS: Individual recalls will be signaled in accordance with Rule 7.1. The Race Committee will attempt to notify premature starters by hailing their sail numbers on marine VHF Channel 68. Order of yachts hailed or timeliness of hail shall not be considered grounds for redress. It is the responsibility of each yacht to ensure that it has started properly.

GENERAL RECALLS: General recalls will be signaled in accordance with Rule 7.2 except that the recalled class will start five (5) minutes after the recalled start and the subsequent class starts will be delayed accordingly. The First Substitute code flag will be lowered one (1) minute before the red shape is raised to signal the new start.

ROUND THE ENDS RULE: Rule 51.1(c) may be in effect for any recalled start by display of code flag "I" .

ABANDONMENT: The Race Committee may, at its sole discretion, abandon any race.

TIME LIMIT: If the Race Committee determines, in its sole judgement, that a yacht or yachts are delaying the finish of a race, it may terminate that race and score the yacht(s) points equivalent to last place. In order for a class to be scored in a race, at least one yacht in that class must finish by 1630 hours. All yachts finishing after 1700 hours will be scored DNF.

NOTICE OF RETIREMENT: Yachts withdrawing from a race must notify the Race Committee on station, or if this is not possible, the Race Committee at Marina Venice Yacht Club on January 12th and February 9th or at Windjammers' Yacht Club on January 19th.

PROTESTS: Protests must be in accordance with rule 68. A yacht intending to file a protest must so inform the Race Committee boat on the water. Written protests must be filed at Marina Venice Yacht Club, on forms available there, not later than one hour after the Race Committee boat returns to the dock (on January 19th, protests must be filed at WYC). The deadline for filing protests will be posted on the Notice Board at MVYC (WYC on January 19th). Protests will be heard after each day's racing.

ALTERNATIVE PENALTIES: The 720° Turns Penalty, Appendix B1, Section 1 of the racing rules will apply except that the penalty is modified to one 360° turn that shall include one tack and one gybe.

SCORING: The Low-Point Scoring System in accordance with USSA Yacht Racing Rules, Appendix B2, Section 2 will be used, except as modified herein. All races will be counted. Yachts which retired (RET), did not finish (DNF), or prematurely started (PMS), will be scored points equal to the number of yachts which ranked as starters in that day's races. Yachts which did not start (DNS), did not compete (DNC), and yachts disqualified (DSQ), will be scored points equal to one more than the number of yachts which ranked as starters in that day's races. For Champagne Series scoring, "the number of yachts which ranked as starters in that day's races" is changed to "the number of yachts entered in the Series", which will be defined as the total number of entrants in each class which paid the Champagne Series entry fee or which entered all three days on a single day basis. To determine Series standing, race results will be rescored with only Series entries included.

Series scoring ties will be decided in favor of the yacht which beats the other the greater number of times. If this fails to break the tie, the yacht with the greatest number of firsts, then the greatest number of seconds, and so on will be the winner. If this fails to break the tie, the tie stands

A tie score for awarding a perpetual trophy will be resolved in favor of the yacht which competed in the larger class.

RADIO COMMUNICATIONS: A yacht shall neither make radio transmissions while racing nor receive special radio communications not available to all yachts.

TROPHIES: Individual trophies will be awarded in each class for each race and will be presented as soon as possible after each day's racing at MVYC on January 12th and February 5th , and at WYC on January 19th.

The KLEVE PERPETUAL TROPHY will be awarded to the yacht with the best Series record from the Cal 20 and Santana 20 class participants.

The CHAMPAGNE PERPETUAL TROPHY will be awarded to the yacht with the lowest cumulative point score for all races.

HOSPITALITY: All participants are invited to enjoy South Bay's hospitality and trophy presentations on January 12th and February 9th at Marina Venice Yacht Club, 4333 Admiralty Way, MdR (The MVYC facilities are dockside in the west tower of the Marina City Club- tell the guard that you are going to the yacht club) and our joint hospitality with Windjammers' at Windjammers' Yacht Club on January 19th.

RACE ENTRY AGREEMENT w/ South Bay Yacht Racing Club:
In consideration of your acceptance of my entry, I agree as follows:
1. My yacht will be equipped to conform with any USCG safety requirements and those of any fleet or association whose rating system will be used for the race in which I compete.
2. I agree to comply with the rules of the IYRU, as adopted by the USSA, and by all other rules and sailing instructions governing the race.
3. By listing a PHRF rating, I certify that I hold a valid PHRF certificate for that rating for this season; or by entering a one design class, I certify that I qualify under the class rules.
4. Any contestant or any member of the race or protest committee may inspect my yacht before or after the race.
5. I hereby release the Club, its officers, agents, employees and committees from any and all liability for any injury to myself or my yacht arising out of their conduct of the race or my use of the
facilities provided that such release does not discharge my insurance carrier under the provisions of insurance policies on my yacht. This waiver shall not be deemed as any indemnity on my part.
6. I assume any risk of injury arising out of my participation in the race, failure or breakage of my yacht or any of my equipment, or weather conditions.
7. I acknowledge that the safety and seaworthiness of my yacht is my sole responsibility and SBYRC, in accepting my entry, assumes no responsibility therefor.
8. I certify that I and my crew are able to swim.
9. I will notify the Club or the Race Committee immediately upon withdrawal from the race.
10. I own or have chartered the yacht entered and I am a member of a Yacht Club that belongs to SCYA or to a yacht racing association that is a member of USSA.
