SAILING INSTRUCTIONS
1 RULES
This regatta will be governed by The Racing Rules of Sailing for 1997-2000, as revised, the prescriptions of US Sailing, the PHRF and/or One Design class rules, the Notice of Race, except as any of those are altered by these Sailing Instructions, and by these Sailing Instructions. This regatta is designated Category A.
2 ENTRIES
Eligible boats may be entered by completing the required registration with South Bay Yacht Racing Club ("SBYRC") or Marina Venice Yacht Club ("MVYC"), including payment of the entry fee, as prescribed in the Notice of Race.
3 NOTICES TO COMPETITORS
Notices will be posted by 0900 on each race day on SBYRC’s Notice Board, located to the left of the main entrance of California Sailing Academy, 14025 Panay Way, MdR, 2nd floor (east end), and at the Marina City Club, Dockmaster’s Office, 4333 Admiralty Way, MdR, ground floor (ask for directions at security gate).
4 CHANGES IN SAILING INSTRUCTIONS
Any change in the sailing instructions will be posted by 0900 on the day it will take effect, except that any change in the schedule of races will be posted by 2000 hours on the day before it will take effect.
5 SCHEDULE OF RACES
5.1 Three races are scheduled on Saturday, July 17 and two races are scheduled on Sunday, July 18.
5.2 The warning signal for the first start of each day will be at 1150. Subsequent races on each day will start as soon as possible after the finish of the preceding race.
6 CLASSES
Classes, class flags, order of starts and class starting times will be posted by 0900 on each race date. Order of starts may be changed after the first race of each day (see SI 11.5).
7 RACING AREA
The races will be conducted in Santa Monica Bay on the Olympic Circle off the Marina del Rey breakwater.
8 COURSES
The courses will be selected from ASMBYC’s Course Chart 15 including Chart Instructions, a copy of which is attached to these Sailing Instructions. The class flag, the course number pennant(s) and a letter flag corresponding to the first weather mark will be flown with or soon after the preparatory signal for each class. This changes Rules 26.3 and 27.1.
9 MARKS
The marks are described in ASMBYC’s Course Chart 15. Missing marks may be replaced by either yellow or orange tetrahedrons in approximately the same position. This changes Rule 34(b).
10 CHECK-IN
To rank as a starter, each boat must check-in and be recognized by the Race Committee prior to the warning signal for the first start of the first race of each day.
11 THE START
11.1 Races will be started in accordance with rule 26, System 2, with classes starting at five minute intervals.
11.2 Multiple sound signals will be made approximately one minute before the warning signal for the first class of each starting sequence.
11.3 The starting line will be between the staff displaying an orange flag on or near the Race Committee boat at the starboard end and "S" mark at the port end. The starting area is located approximately 1.1 miles southwest of the Marina del Rey breakwater.
11.4 Boats whose preparatory signal has not been made shall keep clear of the starting area and of all boats whose preparatory signal has been made or who are racing.
11.5 The order of starts may be changed after the first race of the day. If so, the class flag for each class will be flown with or soon after its warning signal. The class flag for the class starting, after its preparatory signal, will be flown above the class flag for the following class.
12 RECALLS
Individual recalls will be signaled in accordance with Rule 29.2. The Race Committee may hail the sail numbers of boats on course side by announcement directly or on marine VHF Channel 68. Order of boats hailed, timeliness of hail or failure to hear or make any hail shall not be considered grounds for redress. It is the responsibility of each boat to ensure that she has started properly.
13 CHANGE OF COURSE AFTER THE START
13.1 A change of course to the windward or leeward mark will be signaled near the mark beginning the leg being changed by a Race Committee boat displaying code flag "C", the letter flag designating the new windward or leeward mark, and the class flag(s) indicating the class(es) affected, and making multiple sound signals. All subsequent marks will shift to coincide with the new mark. If no class flags are displayed, the change affects all classes. This changes Rule 33 and the Chart Instructions on ASMBYC Course Chart 15.
13.2 A signal of code flags "C" over "S" displayed on a Race Committee boat at a windward or leeward mark means the course is changed so that the Finish (defined in SI 15) is the next mark and other marks of the original course shall be disregarded. If no class flags are displayed the change affects all classes rounding that mark.
13.3 The Race Committee may shorten course at its sole discretion. This changes Rule 32.
14 NOTICE OF RETIREMENT
Boats withdrawing from a race must notify the Race Committee on station before leaving the racing area, or, if this is not possible, by calling SBYRC at (310) 822 0776 immediately upon arriving ashore. Skippers failing to do so may be barred from future races.
15 THE FINISH
The finishing line will be between the staff displaying an orange flag on or near the Race Committee boat and "S" mark.
16 TIME LIMIT
16.1 If the Race Committee determines, in its sole discretion, that boat(s) are delaying the finish of a race, it may terminate that race and score said boat(s) DNF. The race committee will announce this with the sail numbers of the affected vessel(s) on marine VHF Channel 68. Failure to hear such notification shall not be considered grounds for redress. This changes Rule 35.
16.2 On Saturday, in order for a class to be scored in a race at least one boat in that class must finish by 1800 hours, and all boats finishing after 1830 hours will be scored DNF. On Sunday, in order for a class to be scored in a race at least one boat in that class must finish by 1700 hours, and all boats finishing after 1730 hours will be scored DNF. This changes Rule 35.
17 PROTESTS
17.1 A boat intending to file a protest shall notify the Race Committee on station promptly after finishing her race.
17.2 Written protests must be filed at MVYC, on forms available there, not later than one hour after the Race Committee boat returns to the dock each day. The deadline for filing protests will be posted outside the reception room, level G3 at MVYC in the Marina City Club West Tower, 4333 Admiralty Way, MdR.
17.3 Protests will be heard in approximately the order of receipt beginning as soon as possible after the filing. It is the responsibility of each skipper involved in a protest to present herself and her witnesses at the Living Room, level G1 at MVYC when the protest is to be heard. EACH SIDE INVOLVED IN A PROTEST WILL BE LIMITED TO 10 MINUTES TO PRESENT THEIR CASE, INCLUDING TESTIMONY OF THEIR WITNESS(ES) (skippers are advised to be well-prepared and organized).
18 SCORING
18.1 The Low Point Scoring System, appendix A2, with no throw-outs, will apply. Five races are scheduled of which two must be completed to constitute a series. Series standings will be scored on the basis of the races completed by each class.
18.2 PHRF buoy ratings, with Area B adjustments if any, will be used.
18.3 One-design fleets with four or more entries in the same division will race and be scored in the designated division based on their PHRF rating, but will additionally be scored for fleet standings.
19 ALTERNATIVE PENALTIES
The 720° Turns Penalty is modified to one 360° turn that shall include one tack and one gybe. This changes Rule 44.2.
20 RADIO COMMUNICATION
A boat shall neither make radio transmissions while racing nor receive special radio communications not available to all boats. The Race Committee will attempt to monitor marine VHF Channel 68.
21 ENVIRONMENTAL RULE
Any yacht whose skipper or crew is observed intentionally discharging refuse overboard during any race day will be disqualified from that day’s racing upon a successful protest by the Race Committee or by any competitor in the regatta.
22 PRIZES
Series trophies for each class will be awarded after the races on Sunday at MVYC. Post-race festivities will be held both days at MVYC in the Marina City Club West Tower, level G3. Crew prizes will be raffled each day. The number of series trophies awarded will be determined by the number of boats in each class:

One-design fleets with four or more entries in a division will additionally be awarded series fleet trophies.
The ROBERT S. WILSON PERPETUAL TROPHY will be awarded to the overall winner in the WOW division, with presentation at the ASMBYC installation dinner in January.
