SAILING INSTRUCTIONS
1 RULES
This series will be governed by the Racing Rules of Sailing for 1997-2000, the prescriptions of US Sailing, the PHRF and/or One Design class rules, the Notice of Race except as any of these are altered by these sailing instructions, and by these sailing instructions which shall govern in cases of conflict.
2 ENTRIES
Eligible boats may be entered by completing the required registration with South Bay Yacht Racing Club ("SBYRC") and Marina Venice Yacht Club ("MVYC"), including payment of the entry fee, before the filing deadline prescribed in the Notice of Race.
3 NOTICES TO COMPETITORS
Notices will be posted prior to 0900 on each race day on SBYRC’s Notice Board, located to the left of the main entrance of California Sailing Academy, 14025 Panay Way, MdR 2nd floor, (east end), and at MVYC’s Dockside Room, 4333 Admiralty Way, ground floor.
4 CHANGES IN SAILING INSTRUCTIONS
Any change in the sailing instructions will be posted before 0900 on the day it will take effect, except that any change in the schedule of races will be posted by 2000 hours on the day before it will take effect.
5 SCHEDULE OF RACES
5.1 The Race Committee will attempt to conduct three races on Saturday and two races on Sunday; if a makeup race is needed, a third race may be scheduled for Sunday.
5.2 The warning signal for the first start of each day will be at 1150. Subsequent races on each day will start as soon as possible after the finish of the preceding race.
5.3 Order of starts may be changed after the first race of each day.
6 CLASSES
Classes, class flags, order of starts and class starting times will be posted by 0900 on each race date.
7 SKIPPERS MEETING
There will be a skippers meeting on Saturday, August 9 at MVYC’s Dockside Room starting at 0900 hours.
8 RACING AREA
8.1 On Saturday, races will be conducted in Santa Monica Bay on the ASMBYC Olympic Circle off the Marina del Rey breakwater.
8.2 On Sunday, races will be conducted in Santa Monica Bay off the Venice Pier, approximately one mile northwest of the north entrance to the Marina del Rey breakwater.
9 COURSES
9.1 On Saturday, the courses will be selected from ASMBYC’s Course Chart 15 including Chart Instructions, (a copy of which is attached to these Sailing Instructions - not available on-line). The class flag, the course number pennant(s) and a letter flag corresponding to the first weather mark will be flown with or soon after the preparatory signal for each class. This changes Rules 26.3 and 27.1.
9.2 On Sunday, the courses will be selected from the Venice Pier Course Chart, (a copy of which is attached to these Sailing Instructions - not available on-line). The class flag and course number pennant(s) will be flown and the approximate compass bearing to the first weather mark will be posted on a white board with or soon after the preparatory signal for each class. This changes Rules 26.3 and 27.1.
10 MARKS
The marks are described in ASMBYC’s Course Chart 15 for Saturday’s races and the Venice Pier Course Chart for Sunday’s races.
11 CHECK-IN
To rank as a starter, each boat must check-in and be recognized by the Race Committee prior to the warning signal for the first start of the first race of each day.
12 THE START
12.1 Races will be started in accordance with rule 26, System 2, with classes starting at five minute intervals.
12.2 Multiple sound signals will be made approximately one minute before the warning signal for the first class of each starting sequence.
12.3 On Saturday, the starting line will be between the staff displaying an orange flag on the Race Committee boat at the starboard end and "S" mark at the port end. The starting area is located approximately 1.1 miles south west of the Marina del Rey breakwater.
12.4 On Sunday, the starting line will be between the staff displaying an orange flag on the Race Committee boat at the starboard end and a small orange tetrahedron at the port end. The starting area is off the Venice Pier, approximately one mile northwest of the north entrance to the Marina del Rey breakwater.
12.5 Boats whose preparatory signal has not been made shall keep clear of the starting area and of all boats whose preparatory signal has been made or who are racing.
12.6 A boat starting later than five minutes after her starting signal will be scored as DNS.
12.7 The order of starts may be changed after the first race of the day. If so, the class pennant for each class will be flown at or soon after its warning signal. The pennant for the class starting, after its preparatory signal, will be flown above the pennant for the following class.
13 RECALLS
Individual recalls will be signaled in accordance with Rule 29.2. The Race Committee will attempt to notify boats on course side by hailing their sail numbers on marine VHF Channel 68. Order of boats hailed or timeliness of hail shall not be considered grounds for redress. It is the responsibility of each boat to ensure that she has started properly.
14 CHANGE OF COURSE AFTER THE START
14.1 On Saturday, a change of course to the windward or leeward mark will be signaled near the mark beginning the leg being changed by a Race Committee boat displaying code flag "C", the letter flag designating the new windward or leeward mark and the class flag(s) indicating the class(es) affected, and making periodic sound signals. All subsequent marks will shift to coincide with the new mark. If no class flags are displayed, the change affects all classes.
14.2 On Sunday, a change of course to the windward or leeward mark will be signaled near the mark beginning the leg being changed by a Race Committee boat displaying code flag "C", the number pennants indicating the approximate compass bearing to the new windward or leeward mark and the class flag(s) indicating the class(es) affected, and making periodic sound signals. All subsequent marks will shift to coincide with the new mark. If no class flags are displayed, the change affects all classes.
15 NOTICE OF RETIREMENT
Boats withdrawing from a race must notify the Race Committee on station before leaving the racing area, or if this is not possible, MVYC at (310) 822 9082 immediately upon arriving ashore. Boats failing to do so may be barred from future races.
16 THE FINISH
16.1 On Saturday, the finishing line will be between the staff displaying an orange flag on the Race Committee boat and "S" mark.
16.2 On Sunday, the finishing line will be between the staff displaying an orange flag on the Race Committee boat and a small orange tetrahedron.
17 TIME LIMIT
17.1 If the Race Committee determines, in its sole judgment, that boat(s) are delaying the finish of a race, it may terminate that race and score the boat(s) DNF.
17.2 On Saturday, in order for a class to be scored in a race, at least one boat in that class must finish by 1800 hours. All boats finishing after 1830 hours will be scored DNF.
17.3 On Sunday, in order for a class to be scored in a race, at least one boat in that class must finish by 1630 hours. All boats finishing after 1700 hours will be scored DNF.
18 PROTESTS
18.1 A boat intending to file a protest shall notify the Race Committee promptly after finishing her race.
18.2 Written protests must be filed at MVYC, on forms available there, not later than one hour after the Race Committee boat returns to the dock. The deadline for filing protests will be posted outside the Dockside Room at MVYC.
18.3 Protests will be heard in approximately the order of receipt beginning as soon as possible after the filing. It is the responsibility of each skipper involved in a protest to present himself and his witnesses at the jury room when the protest is to be heard.
19 SCORING
19.1 The Low Point Scoring System, rule A2 will apply, except that each boat’s total score will be the sum of her scores for all races completed. This changes rule A2.1. Five races are scheduled of which two must be completed to constitute a series. Series standings will be scored on the basis of the races completed by each class.
19.2 PHRF Area B buoy ratings, including non-spinnaker offsets if applicable, will be used. If a boat does not have an Area B rating, her base rating will be used.
19.3 Course distances will be determined by the Race Committee based on the approximate course length.
20 ALTERNATIVE PENALTIES
The 720° Turns Penalty is modified to one 360° turn that shall include one tack and one gybe. This changes rule 44.2.
21 RADIO COMMUNICATION
21.1 A boat shall neither make radio transmissions while racing nor receive special radio communications not available to all boats.
21.2 The Race Committee will monitor marine VHF Channel 68.
22 ENVIRONMENTAL RULE
Any yacht whose skipper or crew is observed intentionally discharging refuse overboard during any race day will be disqualified from that day’s racing upon a successful protest by the Race Committee or by any competitor in the race.
22 PRIZES
Crew prizes will be raffled each day and series trophies for each class will be awarded on Sunday. Post-race festivities will be held at MVYC on both days. The number of trophies awarded will be determined by the number of boats in each class:
4 entries - 1 trophy 7-10 entries - 3 trophies
5-6 entries - 2 trophies 10+ entries - 4 trophies
The overall winner in the WOW division will be awarded the Robert S. Wilson Perpetual Trophy.
